I have been told by a friend that the Turkish government gets a share in each property that foreigners purchase - Is this true?

No, it is not true. The Turkish government has no share or stake or claim on
any property that bought by foreigners or Turkish citizens.

The property purchased will belong 100% to the person whose name is on the
Title Deeds.
